IT Solutions specialist CACI Ltd has won a £18.5 million contract to process the next census in Scotland.
The contract, awarded by the General Register Office for Scotland (GROS) for census printing and data capture services, is for the 2011 Census. This will be the first time the Scottish census has used both traditional paper and new online questionnaires. Scotland’s last census was held in 2001.
CACI will support GROS in developing the 2011 Census website, printing paper questionnaires, and developing the IT systems for automated handwritten data capture and coding. CACI will carry out the data capture and coding processes on the questionnaire responses at a processing facility in Scotland. GROS statisticians will then analyse the results and prepare the census data for publication.
The contract award will further strengthen CACI’s expertise in census support services. The company previously delivered services for the Republic of Ireland’s Censuses in 2002 and 2006.
The new technology to deliver the census will be tested in 2009, when residents in west Edinburgh, Lewis and Harris take part in the Census Rehearsal on 29 March next year.

"We were impressed by CACI’s proposals to help us process the census results efficiently and confidentially. Its experience of co-ordinating censuses for the Republic of Ireland is also extremely relevant to us."
As part of its contract, CACI will abide by confidentiality guarantees, mandated by census legislation and the Data Protection Act.
